dc.description	The article suggests a framework of analysis for the institutional design of agencies access to information from the states of Jalisco and Nayarit. The construction of this design is made from various institutional approaches such as new economic institutionalism, Sociological/Organizational and Historical/Normative. It performs a comparative analysis of their organizational/institutional variables. The purpose is to know the way in which this design has implications for the mechanisms of transparency and accountability. The results expected hope to highlight areas of possible tension for example between control and autonomy; this will open research with the agenda for strengthening local governments and institutional capacity and to build better democratic practices that create a space for transparency and accountability of institutes access to government information.	es_ES
dc.description.abstract	El artículo sugiere un marco de análisis para el diseño institucional de los organismos encargados del acceso a la información de los estados de Jalisco y Nayarit. La construcción de este diseño se hace a partir de distintos enfoques institucionales tales como el nuevo institucionalismo Económico, Sociológico/organizacional y el Histórico/ normativo. Se lleva a cabo un análisis comparativo sobre sus variables organizacionales/institucionales. El propósito es conocer la forma en la cual este diseño tiene implicaciones en sus mecanismos de transparencia y rendición de cuentas. Mediante el modelo propuesto se espera abrir la agenda de investigación sobre posibles áreas de tensión tales como el debate entre control y autonomía, así como para el fortalecimiento de los gobiernos locales y capacidad institucional para construir mejores prácticas democráticas en un gobierno abierto en torno a la construcción de un espacio de transparencia y rendición de cuentas de los institutos de acceso a la información	es_ES
