Resumen :	Las leyes jurídicas son mutables; se modifican y transforman según lo demandan las necesidades que han de satisfacer en el transcurso del tiempo y para lograr que la administración de justicia conforme al mandato contenido en la Constitución Política de los Estados Unidos Mexicanos, tanga el carácter de pronta y expedita con adecuadas garantías y con las facultades otorgadas a las autoridades judiciales. La sociedad demanda medios alternativos de acceso a la justicia para la resolución de conflictos, lo que en la actualidad ocupa un lugar relevante en la reforma y modernización del sector justicia en el articulo 17 Constitucional que se satisface con la sola organización de un poder judicial eficiente sino que exige que ofrezca y se apoyen también otros mecanismos de solución de controversias que puedan resultar, de acuerdo a la naturaleza del conflicto, mas efectivos y menos costosos en términos económicos rápidos en relación con el tiempo empleado en su solución mejorando la relación futura de las partes.
